While I agree that we should get them out of there, it would be REALLY stupid for anyone to bomb that base with that many nukes.

That's likely exactly what will occur if those warheads are truly at risk. It wouldn't set them off like detonating them would, if that's what you're worried about.

Bomb them and keep damage localized over getting them stolen and potentially used properly... Assuming they haven't already been wired for demo, that is.

The job of protecting nuclear weapons at home and abroad falls on the NNSA. They have a qrt based at Ramstein in Germany. Wouldn't be surprised if they were moved into Incirlik before this started cooking off.
