Seen by eye and radar to have failed over the sea of japan, broke up in flight. This is a failure. Nothing more, nothing less, and is causing some suspicion that this may have been yet another SCUD mash-up; these are notoriously prone to instability and structural failure. Anyway, the JMSDF is out there right now, trolling for bits, some folks are going to know quite a bit more in the next few days. An interesting little tidbit from a chat with the conehead gnomes, there was no telemetry monitored from the bird, only some scatter from a luneburg lens. The only EW activity monitored by the gnomes during this 'test' were P-14 and P-35 complex sets, air defence sets redeployed to track the shot, apparently. A PR stunt.
Sometimes, the only rational choice is a head shot.

Man DPRK can't do anything right. They're a complete joke until they manage to nuke someone. But really, shouldn't Kim be more focused on keeping his country from imploding rather than launching missiles? Oh wait I forgot he doesn't care. Although, the 400 klik measurement is disturbing... it means they're getting better at building missiles. Still not nearly good enough to penetrate any decent missile shield, but better than before.
