Not sure what the consequences could be but at the very least it’s bit Exactly a encouraging statement from what you would like to believe is a well meaning trading partner.

“Hey start trading with us or else!”

When you break it down it doesn’t leave you with the warm and fuzzy’s

Why is it so we assume or take the default position that trading with anyone and everyone is a sacrosanct right of a nation state. Free trade also encompasses the freedom to refuse to trade with another. One or more nations are well within the rights to refuse trade and technology exchange with whom ever. Granted we should seek to minimize this but the option should always be available.
It’s painted that it was US embargoes on Japan precipitated Pearl Harbor. The embargo’s were a reaction to what? Manchuria.

The U.S. Fifth Fleet said two oil tankers were damaged in an incident near the Strait of Hormuz that one of the ships’ operators described as a suspected attack. Oil prices surged.

The incident will inflame already-rising political tensions in the region weeks after four vessels, including two Saudi oil tankers, were sabotaged in what the U.S. said was an Iranian attack using naval mines. Tehran denied the charge.

US Navy's Bahrain-based Fifth Fleet is assisting two tankers in the Gulf of Oman after receiving distress calls from the vessels amid a "reported attack".
US naval forces in the region received two separate distress calls at 6:12am local time and a second one at 7:00am," the fleet said in a statement issued on Thursday. "US Navy ships are in the area and are rendering assistance."
The statement came after the UK's Maritime Trade Operations, which is run by the British navy, put out an alert earlier on Thursday claiming an unspecified incident had taken place in the area. It did not elaborate further but said it was investigating the incident and urged "extreme caution" amid heightened United States-Iran tensions.
