This is now clearly just a political stunt.
A political stunt would be to ask for approval from congress, knowing they will definitely vote against it.
Nothing about what Mattis was reported to say makes the situation less serious.

That Russia would accept this in any way is a strong indication that they tacitly admit to Assad's complicity in the chemical attack, but I'm sure they will not say so publically, and will still strongly condemn any allied attack.

The facts so far seem solid. There is a missing CDC employee who reported feeling ill when he was last seen. Anything beyond that is speculative unless there has been any updates in recent hours.

The messed up thing is that I got multiple EAS messages on my phone and TV about a missing girl 500 miles away, but didn't even hear about this on the local news in Atlanta, where this person and the CDC are located.
