Their leveraging of a profit motive by heavily utilizing contractors/mercenaries is a fundamental shift from the soviet paradigm, at least domestically.

Seems confirmed , India penetrated PAK airspace and bombed a terrorist camp. Up to 200-300 possibly killed A lot of people are saying no one was killed. Not strictly, but it definitely allows for first use under fairly vague and subjective circumstances pertaining to grave threats to the homeland.
