Maybe the Russians intentionally withheld this information from the Syrians in order to set the stage for an incident? If the statement coming from Tampa is true, then that is the only thing that makes any sense. It could also be incompetence on the part of the Russians, but the fact they were ready...

A dumpster would be an easy place to hide some sort of device. If said dumpster is beside a busy street or heavily frequented location, I could see where it could cause numerous casualties. Let us hope for a good outcome here.

There is also now an E-6B Mercury (Ironman 386) airborne over Virginia, heading generally west on the same general track as the E-4B it is trailing. There's also an E-4B Nightwatch (callsign Flash 22) airborne that I've been tracking from just E of Raleigh, NC to its present location near London, KY.
