Russia is more than happy to let it's useful regional partners burn, as long as their own interests in those countries remain secure.
Syria, in particular, is in no position to make demands from them.

If they haven abandoned their tactics of trying to kill israelis by martyrdom, and now are focused on waging a media and image war through getting themselves killed visibly in front of the world, I'm afraid the IDF won't know how to adapt their response in time.

A political stunt would be to ask for approval from congress, knowing they will definitely vote against it.
