Woody Island, which has expanded to incorporate its small neighbor Rocky Island, is China’s main military base in the Paracels as well as the official administrative capital of the three island chains it claims in the South China Sea.It has substantially upgraded the two sheltered harbors on the island, and upgraded its air base to include 16 small hangars for combat aircraft as well as four larger hangars.  Most worrying, China in early 2016 deployed HQ-9 surface to air missiles to the island

Palm and Duncan Islands, which have been connected by a land bridge, constitute China’s second most advanced military base in the Paracels

Tree Island has seen substantial upgrades in the last year.

China has reclaimed new land at the southern end of North Island and has begun to construct new facilities on it

The area between the two islands has been dredged and turned into a substantial harbor. In addition, the island sports a helicopter base including hangars and eight helipads. As others have surmised, this base could play an important role in Chinese anti-submarine warfare efforts.

New imagery shows that while China is keeping attention focused on its negotiations with Southeast Asian countries over basic principles to manage the South China Sea disputes, its construction of military and dual-use facilities on the Spratly Islands continues.
New missile shelters, radar/communications facilities, and other infrastructure are going in on Fiery Cross, Mischief, and Subi Reefs, suggesting that while the region is engaged in peaceful discussion, China remains committed to developing its power projection capabilities.
Fiery Cross Reef continues to be the most advanced of China’s bases.
China has now built four additional shelters at Fiery Cross.
A very large antennae array is being installed on a small outpost at the southern side of Mischief Reef, presumably boosting China’s ability to monitor activity around the feature. That ability should be of particular concern to Manila, given Mischief’s proximity to Palawan, Reed Bank, and Second Thomas Shoal.
In addition, a large radome was recently installed on a building at the southern end of Fiery Cross, indicating a sizeable communications or radar system.

New satellite imagery shows China has built infrastructure covering 72 acres (28 hectares) in the Spratly and Paracel islands during 2017 to equip its larger outposts to be air and naval bases.
The Washington-based Asia Maritime Transparency Initiative closely tracks developments in the South China Sea, where China and several Asian governments have conflicting territorial claims. It said on Thursday there has been construction of hangars, underground storage, missile shelters, radar arrays and other facilities.
The activity comes as China joins what are likely to be protracted negotiations with Southeast Asian nations on a "code of conduct" for South China Sea. Tensions with the US on the issue have also eased, despite Washington's criticism of Beijing's conduct.
The construction is the follow-up phase to a campaign of land reclamation that was completed by early 2016 in the Spratlys, an island chain where Malaysia, Taiwan, the Philippines, Vietnam and Brunei also have claims. According to the Pentagon, China has added more than 3,200 acres (1,248 hectares) of land to the seven land features it occupies in the area.
China also seems to have halted smaller-scale operations to expand islands in the Paracels that lie farther north, the initiative said.
