This was the premise for the movie Countdown to Looking Glass, though it was a different country which imposed the toll. Can't recall what country it was.

My understanding is that it shows that your have commandeered the craft. Meaning Iran claims the ship as their own now. Not sure if that is Iran's official position, but that is what the symbolism means.

The UK plans to deploy a European-led naval force to ensure safe shipping through the Strait of Hormuz after Iran seized a British-flagged oil tanker in what London called an act of "state piracy".

British Foreign Secretary Jeremy Hunt made the announcement on Monday following an emergency ministerial meeting to respond to Friday's incident, which saw Islamic Revolutionary Guard Corps (IRGC) commandos seize the Stena Impero tanker "for failing to respect international maritime rules"
Under international law, Iran had no right to obstruct the ship's passage - let alone board her. It was, therefore, an act of state piracy," Hunt told Parliament.

"We will now seek to put together a European-led maritime protection mission to support safe passage of both crew and cargo in this vital region," he added
We do not seek confrontation with Iran but it is unacceptable and highly escalatory to seize a ship going about legitimate business through internationally recognised shipping lanes," the spokesman told reporters on Monday.

Oman's Foreign Minister Yousef Bin Alawi will travel to Tehran on Saturday to discuss “recent regional developments." Oman has called on Iran to release the British tanker seized by the IRGC on Friday.

France has already agreed to the U.K. naval proposal for the Persian Gulf & will assign military assets to it

It was Oman in that movie. But basically the same premise.

Iran is nuts for even considering charging a toll. Did they not see the movie or are they so desperate that they now have a death wish? That will be very interesting to see happen, me thinks Trump would be forced to go full beast mode and give Tehran one hell of a beating just to stop Saudi Arabia from going ape shat and start attacking with everything they got. It would start a ballistic missile shoot out, possibly damaging many ports and refineries causing long term damage to the flow of oil..
