"Americans Go Home," in other words. That sounds like a very common "travel warning" in the world today. Usually it's not the US government delivering such messages however.

In any case, the travel warning doesn't seem to explain why this advisory has been issued at this point. The timing appears arbitrary, unless you consider politics. Most especially, Trump's politics.

Executive order issued by President Trump includes libya.

Libya is still completely unstable

I'm guessing the state department expects this ban on Libyan citizens
will arouse anger and present a severe risk to Americans traveling there.
