Could this potentially be the Open Skies initiative with the Russians? Diplomatic clearance would certainly fit and near the end I thought I heard something about "skies", though it was garbled.

2 back to back EAMS on 8992 . Sounded like from Pedro? I haven' been on as much lately but the format seems slightly different
edit: It just could have been a new operator. The guy didn't seem as confident as the ones who usually do EAMs are.

I must be doing something wrong. From March - July of 2015 I was able to hear everything fine......but since August I have not heard anything but static. I am on 8992 USB and 11375 USB like normal but nothing. Should I have the squelch checked/unchecked? I miss hearing the messages.
Any help would be greatly appreciated.
