Hello comrades, I am the representative of the Russian group of amateur radio operators, today 01.02.2016 at 10.11 10 20 and 10.28 Moscow time, at a frequency of 8992 we recorded some long messages attached below all the records in the archive, tell me what is this message?

Message coming in on 8992 from callsign Baseplate (? I think ?) around 30 - 40 characters, signal was weak though.
